PROBLEM TO BE SOLVED: To reproduce characters with high image quality by accurately discriminating not only characters on a white background but also characters on a dot area and a color background. SOLUTION: An edge discrimination section 13 of on-white-background character area discrimination circuits (11, 13) discriminates whether or not an area is a character area on a white background on the basis of an image signal processed by an edge emphasis processing section 11, and an edge discrimination section 14 of on-dot-background character area discrimination sections (12, 14) discriminates whether or not an area is a character area on a dot background on the basis of an image signal processed by a smoothing processing section 12. Then an overall discrimination section 15 discriminates whether a character is a character or a non-character on the basis of the discrimination result by the edge discrimination sections 13, 14. |
