PROBLEM TO BE SOLVED: To shorten the response time at the time of random access and to improve the usability by controlling the selection of a segment to be stored in a cache according to stored random access point segment information. SOLUTION: Once receiving an access request from outside through an input/ output part 11, a control means analyzes the request by a request processing part 12 and sends a transfer request for copying the segment including a specified point to a cache 15 if the segment is not stored in a cache 15. A transfer management part 13 schedules segment transfer requests and copies segments stored in a library 14 to the cache 15. At this time, a storage segment selection part 18 selects a segment which becomes a random access point(RAP) with high possibility by referring to RAP segment information in a random access point information storage part 19, and judges and then reports a candidate which should be preread to the transfer management part 13.
