PROBLEM TO BE SOLVED: To make a clear printing image being free from color variance so as possible to be obtained by introducing an dispersing agent in company with a conductive carbon in a resin solution to improve the variance of surface resistance value in a film. SOLUTION: A surface resistivity of film is made uniform by adding and dispersing a dispersing agent in the conductive carbon. As the dispersing agent, following material is respectively suitable, the silane coupling agent, the titanium coupling agent, the stearate and alumi chelating. As an adding quantity of the dispersing agent, the quantity 0.1 to 5.0 pts.wt. with regard to the resin 100 pts.wt. is respectively preferable, and a seamless belt is manufactured by dissolving those in solution to mix those. For instance, the solution dissolving poly allylate resin 240 (g) in chloride methylene 3000 (g) is adopted. By making the uniformly dispersed solution by adding the conductive carbon 21.6 g and the aluminum chelating 2.2 (g) as adding material, and the obtained solution 220 (g) are injected in a cylindrical metallic mold 1 of the layer forming device and made centrifugal molding.
