摘要 <p>PROBLEM TO BE SOLVED: To reduce an arithmetic quantity by comparing a lower layer input picture with a lower layer reference picture so as to discriminate moving areas and still areas, retrieving surrounding of a reference motion vector through the use of the input picture and the reference picture and using a block matching device to detect a motion vector between the input picture and the reference picture. SOLUTION: A moving area detection circuit receives an input sample picture and a reference sample picture respectively from an input sampling picture memory and a reference sampling picture memory, obtains a difference absolute value between pixels of the input sample picture and the reference sample picture in existence at the same position spatially, discriminates a pixel whose difference absolute value is higher than a threshold to be a pixel in a moving area, discriminates a pixel whose difference absolute value is lower than the threshold to be a pixel in a still area, and stores the discrimination values to a moving still pixel discrimination memory in cross reference with the spatial position of each pixel. An adaptive block segmentation circuit searches pixels in the moving area on the basis of the discrimination value fed from the moving still pixel discrimination memory and configures a block including the moving area on the basis of the pixels.</p>
