PROBLEM TO BE SOLVED: To provide a video signal processor that converts a luminance signal and chrominance signal into a 4:2:2 form digital signal or the like with a single clock system. SOLUTION: A luminance signal and a chrominance signal are converted into digital signals respectively with a clock signal (frequency with an integer multiple of a sampling frequency for recording/transmission) supplied from a 3rd input terminal 4. An interpolation filter applies interpolation processing to the digitized luminance signal DY on the basis of phase information of a horizontal synchronizing signal obtained by a phase detector 5. A digital decoder 9 obtains two kinds of color difference signals from the chrominance signals. An output signal from an interpolation filter 7 and a chroma decoder 9 is block- processed by a block processing unit 10 for 2-dimension discrete cosine transform.
