PROBLEM TO BE SOLVED: To lower necessary withstand voltage of respective switching elements so as not to make scan drive part to be in a floating state by setting respective voltage values of a reset pulse and a discharge pulse which are impressed on the electrode of one side of a row electrode pair to values lower in comparison with voltage values of respective pulses which are impressed on the electrode of other side of the pair. SOLUTION: In a sustain period, a sustaining discharge pulse IPx and a sustaining discharge IPy are alternately generated to be alternately impressed on electrodes X1 to Xn and Y1 to Yn and the potential difference between the sustaining discharge pulse IPx and a sustaining discharge IPy secures a level larger than that in the conventional device. Consequently, light emitting discharge cells whose wall electric charges are kept to be remained as they are repeat dischargings and light emissions to maintain their luminous states. Since the positive voltage Vs1 of the sustaining discharge pulse IPy is sufficiently low as compared with the positive voltage Vs2 of the sustaining discharge pulse IPx, the necessary withstand voltage Vr of the switching elements becomes the sum of voltages which are impressed by a priming pulse and a reset pulse.
