PROBLEM TO BE SOLVED: To provide an electrolytic capacitor which is low in impedance and excellent in low-temperature characteristics by a method wherein a sealer for the electrolytic capacitor comprises peroxide-vulcanized butyl rubber as a material component. SOLUTION: A rubber sealer is made of rubber (PO vulcanized rubber) composed of a rubber component formed of three-component copolymer consisting of isobutylene, isopropyrene, and divinylbenzene and dicumyl peroxide (peroxide) used as a vulcanizing agent. A preferable electrolytic solution composition combined with the sealer comprises a solvent composed of an organic solvent and 20 to 80 wt.% water to all the solvent and a solute of one or more elements selected out of a group composed of carboxylic acids, their salts, inorganic acids and their salts as basic components. Furthermore, one or more elements selected out of chelate agent, gluconic acid, gluconic acid lactone, 2- hydroxybenzyl alcohol, diacetic acid L-glutamate or its salt, nitro-compound, and saccharides are added as additives.
