PROBLEM TO BE SOLVED: To follow a curve of a pipe in bending the pipe so as to bend a surface heating device by winding a heat insulative material sheet provided with a heating body embedded on its inside face and a soaking plate arranged on the inside face of the heat insulative material sheet around a freely flexible pipe and connecting both end parts of the heat insulative material sheet together. SOLUTION: A sheet-like heater 2 is constructed of a rectangular silicon rubber or sponge insulative material sheet 3, a groove 4 arranged on the inside face of the heat insulative material sheet 3, a heating body 5 buried in the groove 4 and covered by a heat resistant insulative coating made of silicone rubber or the like, and a soaking plate arranged on the lower face of the heat insulative material sheet 3 via an adhesive and provided with a plurality of slits extending orthogonally to the axis of a pipe to be wound at an interval matching the grooves 4. The surface heater 2 is wound around the outer circumference of a freely flexible pipe with the soaking plate arranged on the pipe side, and a fixing metal fitting 7 arranged in one end 3a of the heat insulative material sheet 3 via a spring 8, and a fixing metal fitting 9 arranged in the other end 3b are connected together and wound around the pipe outer circumference to be fixed. In this way, the surface heater 2 is able to follow the curving of the pipe.
