PROBLEM TO BE SOLVED: To accelerate a C++ interface by securing and releasing a memory area and reducing the number of copyings. SOLUTION: This device is provided with an abstract syntax notation 1 (ASN.1) library 1-2 for providing an ITU-T defined ASN.1 type, SN.1 definition file 1-1 defined by a user, while using the abstract syntax notation of ASN.1 and ASN.1 compiler 1-5 for generating a source file 1-6 of software corresponding to the ASN.1 type, while inputting the ASN.1 definition file 1-1 and using the ASN.1 library 1-2. The ASN.1 library 1-2 is provided with a reference count control part 1-4 composed of a basic API provision class for ASN.1 type and a reference count control class.
