PROBLEM TO BE SOLVED: To provide a wiring device and a method of manufacturing a wiring board which causes no damage to an insulation-coated electric wire, in the corner section of a wiring pattern. SOLUTION: For a wiring device and the method of manufacturing a wiring board, a wiring device has a head section 10, a stylus 101 reaching the end of the head section, an ultrasonic oscillator 121 for oscillating the stylus. The device is provided with a control device, having a sequence for calculating the moving amount of an Y-axial moving frame 15 and an X-axial moving table 14, the rotating angle of a sheath part 11, the output from the ultrasonic oscillator and a torque motor 102, and the operation of cutter 104, etc., based on the previously prepared wiring date and adhering, and for fixing an insulation-coated electric wire on an adhesive-coated insulation board 3 to form a required wiring pattern. The wiring device is provided with a sequence for stopping the output from the ultrasound oscillator and pressing an insulation- coated electric wire on the adhesive-coated insulation board by the stylus during rotating the head, when the corner section of the wiring pattern is formed.
