PROBLEM TO BE SOLVED: To execute encoding with a lower transmission rate without deteriorating subjective picture quality by providing a movement compensation means generating a second differential picture and an encoding means encoding the second differential picture and generating encoding data. SOLUTION: When the type of an inputted filter picture is P or B, a movement compensation part 105, generates a predicted picture from an inputted moving vector and a reference picture stored on a memory, executes the differential operation of the predicted picture and the filter picture and outputs a second differential picture. The second differential picture is inputted to an encoding part 106. When the type of the inputted filter picture is I, the filter picture is considered as the second differential signal and it is inputted to the encoding part 106. The encoding part 106 encodes the inputted second differential picture and outputs encoding data. Encoding data are inputted to a local decoder 107 and an output part 108.
