PROBLEM TO BE SOLVED: To obtain an aluminum alloy fin sustaining hydrophilicity performance and antibacterial/antimold performance, and a heat exchanger equipped with such a fin. SOLUTION: An aqueous paint I containing bis(2-pyridylthio)-zinc 1, 1'-dioxide particles A containing 40 vol.% or more of particles having grain size of 1-10μm by 1-30 wt.% of all solid components is applied to the surface of an aluminum alloy plate to form a film having dry thickness of 0.8-2.2μm. Subsequently, an aqueous solution II containing a vinyl resin having secondary alcohol structure or an aqueous derivative P1 thereof, an aqueous acryl based resin P2 having a sulfonic acid group or a salt thereof and an aqueous blocked isocyanate compound B at a solid component weight ratio of P1:P2=1:8 through 8:1, where (P1+P2):B=94:6 through 86:4 is applied to form a film having dry thickness of 0.1-0.6μm thus obtaining an aluminum alloy fin material. The aqueous solution II may contain an antimold agent.
