PROBLEM TO BE SOLVED: To realize comfortable heating by performing combustion at a combustion quantity corresponding to a specified number of proportional stages and turning a convection fan at an r.p.m. corresponding to the number of proportional stages thereby raising the temperature quickly. SOLUTION: A room temperature proportional control pattern is set to increase the combustion quantity and r.p.m. with reference to the room temperature and an underfloor temperature proportional control pattern is set to increase the combustion quantity and r.p.m. with reference to the underfloor temperature. The number of proportional stages of room temperature proportional control pattern determined from the difference between a set room temperature and a temperature detected by a room temperature detector 17 is compared by a microcomputer with the number of proportional stages of underfloor temperature proportional control pattern determined from the difference between a set underfloor temperature and a temperature detected by an underfloor temperature detector 18 and the lower number of proportional stages is selected. A combustor 2 is combusted at a combustion quantity corresponding to the selected number of proportional stages and a convection fan is turned at an r.p.m. corresponding to the selected number of proportional stages.
