PROBLEM TO BE SOLVED: To provide a method and a device for controlling the amount of outputting coal in a coal-burning thermal power plant, which are capable of regulating a primary delay time constant in accordance with the kind of coal, capable of improving the accuracy of the amount of outputting coal obtained as the primary delay of the amount of feeding coal and capable of stabilizing the control. SOLUTION: The amount of moisture 35 and crushability 36 of coal are estimated in an amount of moisture and crushability estimating device 37, the amount of outputting coal 38 is estimated in a mill model coal outputting amount estimating device 39, a coal output delay time constant 40 is obtained in a coal output delay time constant estimating device 41 based on the amount of outputting coal 38 estimated in the mill model amount of outputting coal estimating device 39 and the coal output delay time constant 40 is outputted into a primary delay device 21 as the time constant of a primary delay.
