SOLUTION: A shaper 20 is loaded on a network element and FIFO circuits 21-24 are arranged. The No.X added to the FIFO circuits 21-24 shows the priority of respective FIFO circuits and corresponds to the transfer rate assigned to each FIFO circuit. Corresponding to the PCR of each connection, the cell of the connection is written in any one of FIFO circuits 21-24. For example, the cell of a connection C1 of PCR400Mbps is written to the FIFO circuit 21 of 600 to 300Mbps and the cell of a connection CN of PCR4Kbps is written to the FIFO circuit 21 lower than 5Kbps. Then, a buffer assignment controller performs the distribution of cells therefor.
