PROBLEM TO BE SOLVED: To improve maintainability of user attribute by facilitating a process for deciding whether or not the user who has specific attribute has the right to execute a specific operation program when then user selects and executes one of the operation programs. SOLUTION: An authority table 30 stores the correspondence between operation programs and attributes of users who can execute them. AN object 12 displays the names of operation programs on a display device 4 and when a user ID is inputted through a card reader 6 to designate one of the operation programs, the object 13 corresponding to the specified operation is actuated. The selected object 13 decides whether or not the selected 13 can be executed according to the user attribute obtained by referring to a user ID table 20.
