PROBLEM TO BE SOLVED: To suppress transfer information between low-order and high-order devices in a monitoring system even when monitor information, etc., is frequently generated by transferring the result of logically processing the latest monitor information after the lapse of first set time and monitor information, which is frequently generated within the first set time, to a monitoring device. SOLUTION: The monitor information received from a collector is stored on a current value table 5. The information is logically processed for each correspondent bit of the current value table 5 and a generation history table 6, stored on the generation history table 6, generation continuation table 9 and recovery end table 10 and overwritten each time monitor information is received. When the lapse of the first set time from the transfer of the last monitor information is discriminated, the information is logically processed for each correspondent bit of a final current value comparison table 7 and the current value table 5, stored in the final current value comparison table 7 and within-time generation continuation table 8 and stored from the within-time generation continuation table 8 to the generation continuation table 9. The current value table 5, generation history table 6, generation continuation table 9 and recover end table are copied to a transmission value table 3 and transmitted to the monitoring device.
