PROBLEM TO BE SOLVED: To perform magnetically isotropic non-orienting treatment for each of a lower magnetic layer and an upper magnetic layer in a method of manufacturing a magnetic recording medium having the lower magnetic layer and the upper magnetic layer with different coercive forces. SOLUTION: A first magnetic coating which at least mainly comprises a ferromagnetic powder and a binder is applied on a non-magnetic substrate 2 to form first magnetic layers 3a and 3b. Thereafter, a second magnetic coating which mainly comprises a second ferromagnetic power having coercive force higher than the first power and a binder is applied to form second magnetic layers 4a and 4b. Then, a first alignment layer treatment is performed by using an AC magnetic field. Thereafter, a second alignment layer treatment is performed by an AC magnetic field lower than the magnetic strength in the first treatment.
