PROBLEM TO BE SOLVED: To prevent a continuous access to the media which become overloaded by determining propriety make an access to the recording media based on the number of accesses and accessing time made in the past and stopping a driving device based on the determination result. SOLUTION: A reading is executed under a control program 32 employing the number of process executions measured by a counter 31 and the access time to a medium measured by a timer 33 as the discrimination factors and an access to the medium mounted on a driving device 15 is commanded through a drive controller 34. Then, the propriety to make an access to a file is determined from the number of executions of processes (tasks) and continuous access time. For example, even though an application is continuously activated and an operator forgets to stop a system, an access is prohibited and a driving device is stopped if the number of process activations is too many. Moreover, if the activation time is too long even though the processes are conducted for a one round, the system is stopped.
