PROBLEM TO BE SOLVED: To prevent the lowering of responsiveness, contriving power saving by a permanent magnet, regarding an electromagnetic driving device of an internal combustion engine. SOLUTION: An electromagnetic driving device 100 is provided with an armature 38 interlocking with a valve element 12 and an upper core 40 and a lower core 42 disposed on the upper and lower sides of the armature 38. In each of the upper core 40 and the lower core 42, each of an upper coil 48 and a lower coil 50 is held and each of an upper magnet 56 and a lower magnet 58 for holding the armature 88 to a full close location and a full open location is provided. When the armature 38 is released from the upper core 40 or the lower core 42, release current to cancel magnetic flux of the upper magnet 56 or the lower magnet 58 is supplied to the corresponding upper coil 48 or the lower coil 50. The supply of release current is continued till after the armature 38 starts displacement.
