The invention relates to a device for punching and binding a stack of paper sheets which comprises a frame, at least two functional mechanisms (2, 3, 4) each consisting of a functional tool (24, 32, 44) and a complementary part (26, 36, 46) as well as an actuating element (20). The actuating element (20) is mounted on the frame (8, 10) such that it is able to pivot about a pivot pin (22), whereas the functional tools (24, 32, 44) of all functional mechanisms (2, 3, 4) are immovably fixed to the actuating element (2) and the complementary parts (26, 36, 46) of all functional mechanisms are fixed to the frame.
