PROBLEM TO BE SOLVED: To provide a discharge device and a discharge method capable of discharging a fixed quantity of a discharge substance, uniformalizing it at a prescribed position on an object and adhering it thereon. SOLUTION: A discharge device 1, which discharges a substance 9 dissolved and adheres it at a prescribed position on an object 11, is provided with a discharge means 15 to constantly discharge the discharge substance 9 at a fixed interval on the object 11, a position adjustment means 13 to adjust a position of the object 11 so that the discharge substance 9 discharged by the discharge mean 15 is adhered to a prescribed position and a discharge substance receiving means 7 to receive the discharge substance 9 so that the discharge substance 9 discharged by the discharge means 15 is not adhered on the object 11 at the position not required to adhere the discharge substance 9 on the object 11.
