PROBLEM TO BE SOLVED: To impart tenacity and enhance strengths such as tensile, bending and impact resistance and also prevent a chipping from occurring by first kneading a steel fiber of an easily deformable material with a rounded tip, water, cement and aggregates and molding the mixture by vibration and curing the molding by steam as manufacturing steps. SOLUTION: The porous concrete layer 8 is manufactured by kneading a steel fiber of an easily deformable material with a rounded tip, water and cement and molding the mixture by vibration to be cured by steam. The kneaded porous concrete has its strength property improved by uniformly dispersing the steel fiber into gaps between aggregates and thereby increasing contact points between the aggregates using the steel fiber to cure the porous concrete. In addition, a plain concrete is formed in the upper end region of one side lateral wall each inside the inner half 4 and the outer half 5 of a form 9, and a reinforcing iron 7 is arranged in the part other than the plain concrete part. Further, the porous concrete layer 8 is formed in the plain concrete part and a concrete layer T1 is molded by forming a concrete T on the layer 8 and in the region where the reinforcing iron 7 is distributed. Consequently, the strength property of the porous concrete layer 8 after curing can be improved and the layer 8 can be made tenacious with the enhancement of the tensile strength, bending strength and the resistance to impact strength thereof and further a chipping can be prevented from occurring in the layer 8.
