PROBLEM TO BE SOLVED: To prevent the generation of a wrinkle of a web being wound in a surface winding machine. SOLUTION: This surface winding machine has an upper winding roll 20 for winding a web W around a core C; a lower winding roll 21; a static plate 27 on which the core C is rolled, disposed apart from the upper winding roll 20; and a pinch pad 33 for cutting the web W by abutting the web W on a pinch face disposed upstream of the core C to pinch the web W. The upper winding roll 20 has a high-friction face to stretch only the short web W between the pinch face and the upper winding roll 20 for the purpose of pulling and cutting the web W. When the core C is rolled on the static plate 27, the cut web W is wound up around the core C.
