PROBLEM TO BE SOLVED: To rapidly absorb a substance causing eutrophication by setting a net supported by a holding rope so as to spread the same over the surface of water from the holding rope, which connects the piles fixed to both banks on the upstream part of a water area in which a substance causing eutrophication flows, toward the downstream side to propagate algae bonded to the net. SOLUTION: On the upstream part D in the vicinity of the inflow port of a water area A in which a substance causing eutrophication flows, piles 1, 1a are driven in both banks B, C on the upstream part D along the water area A to be connected by a holding rope 2 and one side of a rectangular net 3 is supported by the holding rope 2. Floats 4 are attached to the net 3 at an appropriate interval and the other side of the net 3 is floated toward the downstream side to set the net 3 so as to spread the same over the surface of the water and algae bonded to the net are propagated. After bonded algae are propagated, a ship 5 is sailed under the net 3 while it lifts the net and the reaping device of the ship 5 is operated during sailing to reap the bonded algae deposited on the net 3 and the reaped algae are recovered in the housing space of the ship 5.
