PROBLEM TO BE SOLVED: To facilitate the replacement of a sub-lock unit by controlling a rotary angle regulation plate which is in the interlocking relationship with a rotor shaft and a latch body by a stop lever and engaging them with a receive groove of an inner cylinder to hold them at an evacuation rotation position of a handle. SOLUTION: A sub-lock unit is provided in a handle receive seat part adjacent to a shaft cylindrical part 2a of a fixed case 2. A rotary angle regulation plate 50 is fitted in a rotor shaft 8a of the sub-lock unit so as not to rotate, and a tip part 51b thereof is engaged with a recessed part 56 on a side face of an inner cylinder 3. A latch body 51 whose basic end part 51a comes into contact with a cam face 50a of the rotary angle regulation plate 50 is provided, and the latch body 51 advances and is energized by a spring 54 in the direction of the inner cylinder 3. A stop lever 52 whose basic end receive part 52a is engaged with a recessed part 65 on a side face of the inner cylinder 3 and tip claw part 52b is engaged with and is disengaged from a cut-in part 51c of the latch body is provided and is pressed by a spring 59. When a handle is turned, the tip part 51b enters a receive groove 58 by the spring 54, and the handle is held at its rotation position so that the sub-lock unit 8 can be replaced easily without being obstructed by the handle.
