PROBLEM TO BE SOLVED: To provide a system and method for membrane separation, capable of efficiently separating a thick solution with a reverse osmosis membrane at a low cost. SOLUTION: When seawater desalination is carried out by the membrane separation system, supply seawater, from which suspended substances have been removed by a membrane separation apparatus 101, is pressurized by a high pressure pump 102 and supplied to a reverse osmosis membrane module 100 after adding a scale inhibitor thereto by a scale inhibitor addition apparatus 50. The reverse osmosis membrane module 100 is formed by charging three spiral type separation membrane elements, wherein the pressure loss of a permeate side passage is set so that the permeation fluxes of the spiral type separation membrane elements are made to be equal to each other. The fresh water separated by the reverse osmosis membrane module 100 is taken out as a permeate. Whereas the concentrated water is discharged through a concentrated water pipe 34, the residual pressure energy of the concentrated water is recovered by a residual pressure energy recovery apparatus 103 to be reused for driving the high pressure pump 102.
