PROBLEM TO BE SOLVED: To make easily performable the maintenance and repairing of a raw water inflow pipe and a sludge discharge pipe. SOLUTION: A sedimenting basin tank 16 consisting of a bottom plate 14 and a side wall 15 is constructed so that the bottom plate 14 is embedded in the ground. A raw water inflow pipe 17 and a sludge discharge pipe 18 are allowed to pierce through the side wall 15 to be guided into the tank and trained over the bottom plate 14 to be provided so that the leading end parts of them are positioned at the center part in the tank. An inner bottom plate 35 due to plain concrete is laid on the upper surface of the bottom plate 14 to house the raw water inflow pipe 17 and the sludge discharge pipe 18 in the inner bottom plate 35.
