PROBLEM TO BE SOLVED: To securely connect a monitoring device. SOLUTION: A fixing patch 20 for pretreating a pneumatic tire inner liner 12 so that an encapsulated electronic monitoring device can be stuck to a pretreated area of the inner liner 12 is provided with a cover, an unvulcanized rubber layer, and a curing material layer disposed between the cover and the unvulcanized rubber layer. The patch 20 is stuck to the unvulcanized tire 50 with an unvulcanized rubber layer in contact with the inner liner 12. Then the unvulcanized tire 50 is vulcanized, and the cover and curing material layer are removed so as to place a fixed layer on the inner liner 12 of the tire.
