PROBLEM TO BE SOLVED: To generate torque by hydraulic pressure. SOLUTION: The sectional shape of a hydraulic blade rotary part 74 for advancing hydraulic blades is devised so that the attitude of a hydraulic blade 50-2 positioned ahead of a hydraulic hole 40 to be supplied with hydraulic pressure may be vertical in relation to the circumferential direction of a rotary shaft (not shown in a figure) and so that the attitude of a hydraulic blade 50-1 positioned behind the hydraulic hole 40 may be horizontal. Therefore, the hydraulic blade 50-2 receiving hydraulic pressure in the wide area receives higher pressure in comparison with the rear hydraulic blade 50-1. Since the hydraulic blades are mounted on the same rotary shaft, both hydraulic blades are rotated in a direction (in a direction of P) in which differential force acts, and torque can be taken out.
