PROBLEM TO BE SOLVED: To provide diatom shale dust-including paper reinforced paper including carbon dust, and mat and carpet using the same where diatom shale dust included or carbon dust included doesn't cause function deterioration, all having sufficient strength and capable of being utilized in various uses. SOLUTION: This diatom shale dust-including paper 1 is prepared by adding into paper substrate 2 diatom shale dust 3. A reinforcing cloth 4 spreading almost over the diatom shale dust-including paper 1 is placed so as to exist in this carbon dust-including paper. Diatom shale dust-including paper 6 is reinforced by reinforcing cloths 7a and 7b surrounding almost all the surface and underside of the paper 6 and partially adhered to them.
