PROBLEM TO BE SOLVED: To separate H2O by guiding a substance in raw water in a decomposing direction only by passing raw water through a raw water channel in which electrodes are arranged. SOLUTION: Electrodes are arranged in a water channel and all of substances containing H2O in raw water are charged and chemical reaction is continuously generated in the water channel and, as a result, the chemical bond of the substance is cut to form lower-molecular compds. and, finally, a substance such as a harmful org. compd. or the like in raw water is decomposed and detoxified.
