PROBLEM TO BE SOLVED: To eliminate a risk of colliding with a human body at the time of operating a seat back standing up from a flat position by rotatably providing a spiral spring at the base of a recliner and providing a damper member for reducing the expansion of the diameter of the spiral spring. SOLUTION: The spiral spring 1 is provided at the base 6 of the recliner and concerning this spring 1, a spring engaging pin 8 is mounted to the base end part of the arm 7 of the recliner to engage the outer end of the spring 1 to this pin 8. The inner end of the spring 1 is engaged with a groove 10 formed at the end part of a shaft 9 to energize the arm 7 of the recliner in a standing-up direction by this spring 1. Then, in order to reduce the standing-up speed of the arm 7 of the recliner from the flat position, the damper member 2 reducing the diameter expansion of the spring 1 is mounted to the spring 1 in a state of covering it.
