PROBLEM TO BE SOLVED: To permit to adsorb oil only easily and selectively from an oil and water mixture without absorbing water and to reuse the adsorbed oil by adhering and covering hydrophobic silica powder through a binder to the surface of the obsidian perlite. SOLUTION: Hydrophobic silica powder is adhered and covered to the surface of obsidian perlite with a binder having oil resistance and water resistance as an adhesive in the constitution. That is, obsidian perlite and oil-resistant and water-resistant binder solution are mixed together, binder solution is stuck to the surface of the obsidian perlite, the hydrophobic silica powder is added while stirring the mixture, thereby caking the hydrophobic silica powder to a layer to which the binder solution is stuck on the surface of obsidian perlite, and the production is carried out by removing the excessive hydrophobic silica powder after drying. Then, this oil adsorbent is put in water to be treated containing oil, the oil in the water to be treated is adsorbed by the oil adsorbent, thereafter, the oil adsorbent suspended on the surface of water to be treated is recovered.
