PROBLEM TO BE SOLVED: To provide a surface finish material capable of effectively utilizing a natural stone and a brick which are normally abandoned and disposed and enlarging a degree of the external appearance variation of a laid part such as a park and a street. SOLUTION: The substrate layer of mortar is laid on a required form, shape uneven natural stones (pieces) 12A and bricks (pieces) 12B which are abandoned and disposed are laid on the upper part of a substrate layer before solidification to form a surface layer 12 so as to obtain a flat plate 10. The natural stones 12A and the bricks 12B make thickness of the flat plate substantially constant, and are carefully laid on so that unevenness for obstructing walking on the surface of the flat plate 10 does not occur. An edge stone 12C can be provided on one side part of a surface layer 12, and a projection part 13 and a recess part 13' can be set on both the sides of the flat plate as a joint part.
