PROBLEM TO BE SOLVED: To provide a process for producing a thermosetting resin aqueous solution having a reduced amount of formaldehyde generated from coated paper and stable performance such as hue. SOLUTION: A process for producing a thermosetting resin aqueous solution comprises subjecting urea and a polyalkylene polyamine to deammoniation reaction, then subjecting the resulting substance with a dibasic carboxylic acid to dehydration condensation, furthermore subjecting the resulting product with urea to deammoniation reaction to synthesize a polyurea polyamide, subsequently reacting the polyurea polyamide with formaldehyde in an aqueous solution in an acidic condition or once in an alkaline condition and then in an acidic condition to obtain a thermosetting resin aqueous solution. In this instance, methylolurea is allowed to be present in at least one of the two deammoniation reactions.
