PROBLEM TO BE SOLVED: To efficiently perform aeration treatment without wastefulness to achieve the reduction of labor. SOLUTION: A detection means 11 for detecting the index of water quality in a biological reaction tank 2, an aeration treatment means 10 for supplying air to the biological reaction tank 2 in order to perform aeration treatment and a control means 12 setting an operation target value to control the output of the aeration treatment means 10 are provided and the control means 12 compares the index of water quality detected by the detection means 11 with preset upper and lower limit values and sets an operation target value on the basis of the lower limit value when the index of water quality exceeds the upper limit value and sets the operation target value on the basis of the upper limit value when the index of water quality becomes lower than the lower limit value.
