PROBLEM TO BE SOLVED: To provide PC blocks which can meet various floor planning by as few kinds of combinations as possible and to construct a basement or a foundation fitting for a module of a building by laying these PC blocks. SOLUTION: A basement or the foundation of a building is constructed by laying a plurality of kinds of PC blocks with centers used as references for aligning outer faces with the outside parts of walls of a typical floor. The PC blocks have wall-constituting parts 1 and grounding parts 2 formed integrally and are selected from L-shaped blocks L1-L3 to be provided in the portions where the centers intersect each other, T-shaped blocks T1-T4 or cross-shaped blocks C1 and C2 and straight blocks S1-S5 to be provided between these L- shaped blocks and T-shaped or cross-shaped blocks. The length of each straight block is determined corresponding to the thickness of the part projecting inside the center out of the wall-constituting parts of the L-shaped and the T-shaped or cross-shaped blocks.
