PROBLEM TO BE SOLVED: To provide a panel in which a chemical film in the vicinity of a lapped part is firmly and closely attached to a non-galvanized steel sheet by lapping a plated steel sheet with a galvanized layer is formed on both sides of the steel sheet on the non-galvanized steel sheet through an insulation material. SOLUTION: A galvanized steel sheet 4 in which galvanized layers 2a, 2b are formed on both sides of a steel sheet, and a non-galvanized steel sheet 5 are lapped on each other through an insulation material 3. The insulation 3 may be formed of an insulating substance where no electric potential difference is generated between the galvanized steel sheet 4 and the non-galvanized steel sheet 5, including a sealant and an adhesive consisting of an elastic resin. The minimum thickness of the insulation material 3 may be as high as the surface unevenness of the galvanized steel sheet 4. Since the insulation material 3 is held in the lapped part between the galvanized steel sheet 4 and the non-galvanized steel sheet 5, a chemical film 8 formed on the surface of the non-galvanized steel sheet 5 is firmly and closely attached to the non-galvanized steel sheet 5. Thus, an inexpensive non-galvanized steel sheet 5 may be applied even to a panel with stresses exerted therein.
