PROBLEM TO BE SOLVED: To make the overflow water beautiful in appearance without creating vibration of water during discharge in the raised position of weir by attaching a wavy projected stripe on the outer peripheral surface of a roof weir made of flexible membrane laid across a river and by striking overflow water to the upper surface of this projected stripe at which water is pealed off and separated and falls like an arch-shaped falls arranged side by side. SOLUTION: Rubber sheet is adhered by vulcanizing to a sheet of cloth thereby making a long-sized flexible membrane 1 folded into two, its both end portions are overlapped and fixed with fittings 2, and a roof falling weir A formed to a bag shape is installed to river bed 3 where concrete was poured. Then, an air pressure is created inside the weir by supplying air from an air blower to the weir through a supply and exhaust pipe connected to one end of the roof weir A with the air pressure increased or decreased thereby raising or falling the weir A and adjusting the quantity of water discharge. Here, a trapezoidal cross sectional shape is made where the top surface of the weir A in a raised state is tilted toward the tip side and a wave-shaped projected stripe 6 is attached to the outer peripheral surface of the weir A, this projected stripe 6 is cut out at several places in the valley portions thereby making the stripe discontinuous, and a rope shaped illuminant emitting light by the electroluminescence effect is fitted to the front face of the projected stripe 6.
