PROBLEM TO BE SOLVED: To provide a welt fabric cutting device capable of reliably cutting a welt fabric without the need of pressurization by a binder for the cutting of the welt fabric and facilitating maintenance, a sharpness test and the visual confirmation of a cutting processing. SOLUTION: In a binding sewing machine for carrying the welt fabric temporarily set to a welt fabric mounting base 10 to a sewing preparation part by a carrying means, this welt fabric cutting device 1 cuts second cutting parts on both sides in a longitudinal direction of a first cutting part to be cut later as a pocket hole in the welt fabric. Further, the mashine is provided with the scissor units 40 and 60 of a scissor type for cutting the fabric by crossing two blades 41, 42 61 and 62, driving motors 45 and 65 for driving the units and moving means 18-20 and 26-29 for moving the scissor units 40 and 60 so as to cut the second cutting parts of the welt fabric.
