PROBLEM TO BE SOLVED: To prevent external dissipation of a rustproofing agent and to prevent mixture of a moisture from an exterior by incorporating the agent in one liner, and incorporating a moistureproofing layer obtained by coating and drying a liner base sheet with a moistureproofing paint containing a phyllosilicate compound and a synthetic resin emulsion in the other liner. SOLUTION: One liner contains a rustproofing agent, and the other liner contains a moistureproofing layer obtained by coating and drying a liner base sheet with a moistureproofing paint containing a phyllosilicate compound and a synthetic resin emulsion. To incorporate the agent in the liner, it is a generally known method of coating or impregnating a liner base sheet solely with a rustproofing paint containing the agent. The phyllosilicate compound is a flat type pigment, a compound belonging to the phyllosilicate compound is a flat type or a thin piece type having a clelar cleavage such as a mica group, a pyrophyllite, a talc, a chlorite, a septeactinolite, a serpentine, a stilpnomelane or a lay mineral.
