PROBLEM TO BE SOLVED: To form a package by winding a fiber bundle of glass fiber, etc., without twisting it. As a bottom part 24a of the slit 24 and the guide surface part 25 have a curved surface shape, movement of the fiber bundle 14 at the bottom part 24a and movement of a sliding position of the fiber bundle 14 and the guide surface part 25 caused in accordance with reciprocating motion of the traverse guide 20 in the axial direction of a package P are extremely smoothly carried out. Consequently, the fiber bundle 14 winds around the package P while keeping a flat state not causing turbulence, twisting, etc., of arrangement of filaments not only in the middle of movement of the traverse guide 20 but also in the case of reversing the moving direction.
