PROBLEM TO BE SOLVED: To prevent the discharge wear and deterioration of a discharge electrode at a corona discharge part by providing the corona discharge part for the discharge between the discharge electrode and counter electrode and treating the discharge electrode with TiN or CrN. SOLUTION: A corona discharge part for the discharge between a discharge electrode 1 and a counter electrode 2 is provided, and the discharge electrode 1 is treated with TiN or CrN. When the discharge electrode 1 is a projecting electrode having a protrusion, only the protrusion is treated with TiN or CrN, Arc-plasma ion plating as a kind of physical vapor deposition(PVD) is used in the TiN or CrN treatment. Consequently, since the discharge electrode 1 is treated with TiN or CrN, the discharge wear and deterioration of the discharge electrode 1 are prevented without changing the discharge condition. As only the protrusion is treated with TiN or CrN when the projecting discharge electrode 1 is used, the entire face of the electrode 1 need not be treated, and the operation is facilitated.
