PROBLEM TO BE SOLVED: To objectively and exactly evaluate stiff shoulders by tracing the activity of the autonomic nerves and determining the stiff shoulders when the sympathetic nerves are in active state. SOLUTION: An electrocardiograph 16 as a measuring device for measuring parameters necessary for analyzing the activity of the autonomic nerves, and data obtained by measuring heart beats are input to a CPU 14 via an input device 11. Those input data are frequency analyzed, and the value of HF/(LF+ HF) is computed from power values (HF and LF values) in prescribed high and low frequency bands. These actual and standard values are compared to determine whether the measurement showing the activity of the sympathetic nerves is higher than the standard value and the measurement showing the activity of the parasympathetic nerves is lower than the standard value. If the result of determination is 'YES', the condition is determined as being stiff shoulders, and the result is output on an output device 13 and displayed on a display device.
