PROBLEM TO BE SOLVED: To solve a noise problem by damping the vibration of a cam ring and the pulsation of the cam ring on the pump discharging side. SOLUTION: First and second hydraulic pressure chambers 43 and 44 are provided on both sides of a cam ring 27 which can vibrate in a pump body 21. A metering throttle to obtain hydraulic pressure to operate a control valve 40 for controlling the reciprocation of a cam ring comprises fixed metering throttles 58, which are provided at a part of each of discharge side passages 51 and 52, and a variable metering throttle 59, which is provided so as to open and close due to the reciprocation of the cam ring at a part of each of the passages 58 branched from discharge side passages upperstream of these fixed metering throttles 53. The hydraulic pressure upperstream of these metering throttles is introduced to the first hydraulic pressure chamber 43 through a damper throttle 56a by the control valve 40. In addition, the hydraulic pressure downstream of both metering throttles is introduced into the second hydraulic pressure chamber 44 through a damper throttle section 57.
