PROBLEM TO BE SOLVED: To permit to efficiently carry out the work without disturbing the skin friction force by providing a torque passive portion with which the rotation torque of the rotary drive equipment is transmitted to the upper inner wall surface or inner wall surface of a steel pipe pile. SOLUTION: When penetrating a steel pipe pile 1 to a soft ground, the work is carried out after linking and coupling the inner surface torque passive portion 3 provided on the inner wall surface of a steel pipe pile 1 to the inner cylinder torque transmitting portion 25 provided in the inner cylinder 23 of a rotary drive equipment 21. On the other hand, when penetrating a steel pipe pile 1 to bard ground such as a bearing layer, an outer surface torque passive portion 3a provided at the outer wall surface of the steel pipe pile 1 is linked and coupled to the outer cylinder torque transmitting portion 26 provided at the outer cylinder 24 of the rotary drive equipment 21, and the work is carried out. Thus, the size of the rotation torque can be selected as required depending upon the state of the ground, and also the steel pipe pile can be efficiently embedded to the ground without disturbing the skin friction force of the steel pipe pile.
