PROBLEM TO BE SOLVED: To reduce noise by forming a film vibration sound absorbing body by laminating a board-shaped body having many openings and a thin resin film and attaching it to the sound source side of the soundproof wall. SOLUTION: In a film vibration sound absorbing material or a film vibration sound absorbing body 45, a contact state between a board-shaped body 12 and a thin resin film 14 greatly affects the sound absorbing effect, flattening process is applied to the board-shaped body. The thin resin film 14 is clamped by the board-shaped body 12 having many openings. Next, its both surfaces are covered with the thin resin film 14 and the film vibration sound absorbing body 45 is formed. When the thin resin film 14 vibrates, the vibration is absorbed by the board-shaped body 12 contacting to the thin resin film and, in consequence, the sound energy is absorbed. And by using the film vibration sound absorbing body 45 at the sound source side of the soundproof wall, the noise level to the outside of the soundproof wall can be effectively reduced, and a light transmission type soundproof wall can be formed by using the transparent sound- shielding board 42 and a transparent thin resin film 14.
