PROBLEM TO BE SOLVED: To efficiently drain underground water or the like and hold a stable ground by joining a permeable porous body on a part of the outer wall face of a reflection board. SOLUTION: A foaming resin base board or a foaming resin concrete base board 2 is buried on the lower part of mat foundation structure 1, and the foundation structure 1 and the base board 2 are integrated through foaming resin 6. Next, a porous body 9 is joined to the outer wall face of a reflection board 8 in the ground of the periphery of a vibration-proof foundation structure 15 abutting a foaming resin board 7 on the side of the base board 2 to form a reinforcing wall 2. A hole part is excavated in the ground burying the reinforcing wall 2. Next, the outer wall face of the porous body 9 is provided to be tightly adhered to an outside wall face 19. Successively, the reflection board 8 is integrated to be tightly adhered to the inner wall face of the porous body 9 in the hole part formed between the porous body 9 and an inside wall face 20. Thereby capiliary phenomenon due to underground water or the like does not occur, the underground water or the like is drained in the underground direction, the ground of the inside of the reinforcing wall is stabilized, and the vibration wave of an earthquake and a traffic can be absorbed effectively.
