PROBLEM TO BE SOLVED: To provide a silicone oil emulsion which possesses a narrow particle size distribution and is high in stability, even with a low surfactant content, and a preparation process thereof. SOLUTION: The silicone oil emulsion comprises (A) a silicone oil, (B) a nonionic surfactant and (C) water and contains, against 100 pts.wt. emulsion, (D) from 0.01 to 10 pts.wt. phenoxyethanol of the formula (wherein R is hydrogen atom or methyl group; and n is an integer of from 1 to 10). In the preparation process of the above-mentioned silicone oil emulsion, (A) a silicone oil is emulsified in an aqueous solution comprising (B) a nonionic surfactant, (C) water and (D) a phenoxyethanol of the formula (wherein R is hydrogen atom or methyl group; and n is an integer of from 1 to 10).
